URA Seeking Proposals for Housing on Lower Hill Redevelopment Site

The Urban Redevelopment Authority of Pittsburgh (URA) is requesting proposals from one or more developers for the purchase and redevelopment of portions or all of a URA-owned 6.82-acre property located on the Lower Hill site, with the goal of creating high-quality, affordable housing, advancing economic opportunity, and delivering on a community-driven vision for inclusive growth. 
 
The Request for Proposals (RFP) calls for the transformation of Block A and C, which are currently used as surface parking lots, into residential development. Proposals may include a mix of affordable and/or market-rate housing, and the URA will also consider plans that incorporate mixed-use and commercial uses. 
 

Approximately 1.75 acres of Block A is reserved for the development of mixed-income housing by the Housing Authority of the City of Pittsburgh (HACP), in partnership with TREK Development Group, as part of the Bedford Dwellings redevelopment project funded by the U.S. Department of Housing and Urban Development’s Choice Neighborhoods Initiative. The selected developer(s) will be encouraged to coordinate with HACP and TREK when developing the 6.82-acre site. 
 
The housing RFP site is part of a larger 28-acre redevelopment area that will have a significant impact on the Greater Hill District and entire Pittsburgh region. In the early 1950s, the site was identified as an area for urban renewal. The URA, in partnership with the City of Pittsburgh, Allegheny Conference, and local foundations who funded these urban renewal activities, used its power of eminent domain to demolish the Lower Hill, which resulted in the displacement of residents and businesses. The impacts of that decision are still felt today in Pittsburgh's urban fabric and its people. 
 
“It’s our responsibility to move forward with care and purpose in advancing projects that serve the community and begin to repair that history,” said URA Executive Director Susheela Nemani-Stanger.  
 
Redevelopment of this site will also complement recent investments and development occurring throughout the Greater Hill, including the African Queens Apartments, Big Tom’s Barbershop, Rhythm Square, and Herron and Wylie Project funded by the community-driven Greater Hill District Neighborhood Reinvestment Fund, as well as New Granada Square, Citizens Science Lab, and major public infrastructure improvements funded by a federal RAISE grant.  
 
The URA encourages interested developers to engage with Registered Community Organizations in the Greater Hill District prior to submitting proposals to ensure alignment with community plans. The selected developer is also encouraged to actively engage with Hill District community stakeholders, including the Executive Management Committee and the Hill District’s Development Review Panel throughout the process.
