Professional Engineering Services

The Urban Redevelopment Authority of Pittsburgh (URA) is soliciting proposals from experienced, qualified Professional Engineering firms (Consultant) to perform the Scope of Services described below. The Scope of Services is for a time and materials-based contract.

Schedule

Selection of the Consultant is expected by August 2024, with contract commencement scheduled for September 2024. The contract duration is set for 12 months, operating on an as-needed basis with a maximum allocation of 500 hours of Professional Engineering (PE) time.

Scope of Services

A. Technical assistance for pre-development services performed by the URA staff, including drafting scope of work and cost estimate for solicitation of Request for Proposals (RFPs) and bids, Answer bidder's inquiries and evaluating Proposals before final selection.

Pre-development services may include but not limited to:

a. Environmental engineering services: including Phase 1 and 2 Environmental Site Assessments (ESA’s), asbestos containing material (ACM) sampling and remediation, hazardous material assessment, remediation monitoring, soil and water sampling and testing, and overall environmental project management.

b. Site/civil engineering services including surveying, GIS mapping, subdivision plans, construction administration and inspection, environmental and ecological services, hydrologic and hydraulic studies, erosion and sedimentation control designs, geotechnical investigations and engineering, site preparation, utility and infrastructure services, and transportation, traffic engineering and analysis.

c. Preparation of Opinions of Probable Cost (OPCs) for URA projects.

d. Structural engineering services: including building analysis and inspection, bridge analysis and inspection.

e. Preparation of technical specifications for construction and demolition projects.

f. Providing reports and general information for relevant community meetings or public hearings.

B. Technical assistance in contract administration and negotiation. Contract types may include:

a. Professional Services

b. Construction Management and Construction Inspection

c. Construction Inspection

C. Mentoring and support for URA staff as they prepare for their Professional Engineering licensure.

Friday, July 19, 2024 - Deadline to Respond NLT 2:00 PM Eastern
