PHDC, MSCG, and Community Celebrate Rehabilitation of Affordable Homes in Marshall-Shadeland

PITTSBURGH, PA (July 16, 2025) Yesterday, the Pittsburgh Housing Development Corporation (PHDC), an affiliate of the Urban Redevelopment Authority of Pittsburgh (URA), and the Marshall-Shadeland Civic Group (MSCG) celebrated the start of construction for the third and final phase of the Woodland Avenue Revitalization Housing Project.

Building upon the success of its last two phases of rehabilitation projects, which resulted in affordable homeownership opportunities for eight low-to-moderate income households, the MSCG partnered with the PHDC to finance and rehabilitate an additional four homes located at 1213, 1214, 1222, and 1246 Woodland Ave. that have been vacant for over 15 years.

This final phase of construction, led by the PHDC, marks a major milestone in a largely community-led effort to restore quality, safe, and affordable housing in the heart of Pittsburgh’s North Side.

“These homes will be restored with care and intention and give families a chance to put down roots and build wealth, not just for today but for generations to come,” said Mayor Ed Gainey. “That’s what it means to build a Pittsburgh where every resident has a shot...Not just a place to live but a place to thrive; because that’s what this is all about.”

Once completed, the four homes will be sold to first-time homebuyers at or below 80% of the Area Median Income.

“The City is only as strong as the communities that make it up. In order for communities to be strong, we have to have quality, attainable for-sale housing. The bedrock for the foundation to strengthen a community lies in homeownership,” said PHDC Executive Director Richard Snipe.

The project is part of a larger strategy to reverse declining property values, eliminate blighted and nuisance properties, and foster investment in the Marshall-Shadeland neighborhood.

“This is a true testament that when community and local government come together, we can collectively improve the quality of our neighborhoods,” said Angel Gober, MSCG President.

Project funders, including WesBanco, the Buhl Foundation, the URA, and the City of Pittsburgh, provided over $1.7 million in financing and American Rescue Plan Act dollars for the project.

The homes are expected to be completed and available in spring 2026.
