INVITATION FOR BIDS The URBAN REDEVELOPMENT AUTHORITY of Pittsburgh will receive bids from qualified contractors for the construction of a new 6-story parking garage in the Pittsburgh Technology Center: in the South Oakland neighborhood of the City of Pittsburgh, and all work incidental thereto required to complete the 925 Technology Drive project. Parksmart certification will be sought upon completion of construction. Bids will be received for the following Prime Contracts:

Bids will be accepted no later than 12:00 p.m. prevailing time on Friday, the 25th day of June, 2021, via IWT (Ion Wave Technology). The contractor is to notify the URA via phone or email at least 30 minutes before bids are due if there is a problem encountered while submitting through the IWT portal. No late bids will be accepted. Contract documents will be electronically available after 12:00pm on Wednesday, May 26, 2021, only on IWT. Paper copies will not be available for pickup. Contract documents will not be mailed. Bids will only be accepted through IWT. Please email McGarry Luginski, Senior Project Engineer mluginski@ura.org to obtain information for this meeting. All interested parties are strongly encouraged to attend. Site Visit: All contractors interested in visiting the site must do so on June 15th. Hitachi Rail STS (parcel owner) has reserved this date for contractors interested in bidding this project. Please contact McGarry Luginski, Senior Project Engineer mluginski@ura.org with any questions related to site visits. Questions: Questions concerning the bid documents may only be submitted through the IWT bidding platform. Questions will be answered in a timely manner until five (5) business days prior to the due date. A certified check or bank draft payable to the order of the Urban Redevelopment Authority of Pittsburgh, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond, executed by the Bidder and an acceptable surety in a dollar amount equal to 5% of the total bid, shall be submitted. Each bid submittal must include the Bid, Non-collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidders Qualifications, and Certification of Minority and Women's Participation with Exhibits. Wages paid on this project shall not be less than the minimum wages determined by the Commonwealth of Pennsylvania Department of Labor and Industry as set forth in the contract documents. The Contractor will be required to comply with all applicable Equal Employment Opportunity requirements. The Contractor must assure that applicants and employees are not discriminated against based on race, color, religion, disability, ancestry, national origin, age, sexual preference, gender identity, gender expression, political and/or union affiliation. The Urban Redevelopment Authority of Pittsburgh requires that all bidders complete and submit Certification of Minority and Women's Participation with Exhibits. The URA acknowledges the City of Pittsburgh’s goals of 18 percent (18%) minority and 7 percent (7%) women and therefore, requires that all Prime Contractors demonstrate a good faith effort to obtain MWBE participation in work performed in connection with URA projects.
The Urban Redevelopment Authority of Pittsburgh reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the Urban Redevelopment Authority of Pittsburgh for a period not to exceed ninety (90) days from the date of opening of bids for the purpose of reviewing the bids prior to awarding the Contract.
