Construction Management and Construction Inspection Services Summerset at Frick Park - Phase 2 Frick Park Extension

The URA is seeking proposals for a construction management and inspection firm to oversee the Summerset at Frick Park Phase 2 – Frick Park Extension in the 14h Ward of the City of Pittsburgh in the Summerset at Frick Park, Squirrel Hill neighborhood. The property is a two-acre, oval-shaped parcel, between Parkview Blvd. and Shelburne Ln.

The construction work includes: general site grading, landscaping, and construction of park amenities such as pavilions, arbors, sidewalks, patios, park benches, and other furnishings. The landscaping package includes trees, shrubs, perennials, and lawns. The work also includes a bioretention area and repairs to the existing sidewalk along Parkview Blvd. The cost of the project is estimated to be approximately $1,500,000 to $2,000,000.

Proposals will only be accepted through Ion Wave Technology (IWT). Submit proposals no later than Friday, August 27, 2021, at 3:00 p.m. ET.

Project Background

The new park has been planned at this location since the beginning of the Summerset at Frick Park residential development over 20 years ago, and the public is eager to see it to completion. The Park is the culmination of an extensive public input process, and will meet community needs for recreation and green space. This Park will be dedicated to the City or Pittsburgh as an extension to Frick Park, and adds to Mayor Bill Peduto’s vision of public greenspace within walking distance of all City residences.

Summerset at Frick Park is built over a former slag dump and was the first such development of its kind in the United States. The entire development is under a consent order and agreement under the Pennsylvania Act 2 Land Reuse Program. As such, the construction needs to pay particular attention to satisfying the slag cover requirements as required by the consent order and agreement. The site is currently covered with an adequate thickness of soil cover to satisfy the regulatory requirements. The construction of the park will need to be mindful of proper handling of any slag waste encountered during the construction activities. No slag is to leave the site.

CONSTRUCTION MANAGEMENT/CONSTRUCTION INPSECTION SERVICES

The Firm will provide construction management and construction inspection (CM/CI) services as outlined in Exhibit A.


The Firm will be required to execute an Indemnity Agreement with the URA prior to the issuance of the Notice to Proceed. The Firm is required to follow all State and City mandated COVID-19 safety protocols as stated as such in the Indemnity Agreement. Refer to Exhibit B for an example agreement template.


Construction Drawings, Technical Specifications, the Consent Order and Agreement, and Project Presentation Slide Deck are included for reference to assist in understanding the project and preparing the proposal.
