Contracting with the URA

The URA and its affiliate, Pittsburgh Housing Development Corporation (PHDC), works with a diverse group of contractors and service providers to support progressive development throughout the City of Pittsburgh.

Through our home rehabilitation programs and economic development initiatives, a partnership with your company can help us bring long-lasting impact for our Pittsburgh neighbors. Opportunities to work with the URA and PHDC may include construction, engineering, architecture, design, planning, and more.

Small Contractor Line of Credit Program

The Small Contractor Line of Credit Program is intended to support operating construction companies taking on city-based projects that require access to working capital. Applicants may receive financing of up to 90% of submitted and approved invoices of $25,000 - $100,000 on an annual basis.

Minority & Women-Owned Business Enterprise Program

The URA’s Minority & Women-Owned Business Enterprise (MWBE) Program is committed to the growth and development of minority and women-owned firms in Pittsburgh. We offer assistance with MWBE certification and connecting Minority & Women-Owned firms to capacity building opportunities.

The URA's LandCare program engages small businesses and community organizations to maintain several hundred URA-owned lots. This program incorporates technology, community engagement, and business/workforce development.

BizFIT Entrepreneurial Training Program

The Riverside Center for Innovation's BizFit Program is designed to assist disadvantaged business owners in the both non-construction and construction industry with the skillset to operate their business from start-up to becoming a sustainable enterprise.  BizFit helps the owners identify their strengths and weaknesses, look at their capabilities, evaluate the marketplace and to see how their respective fits into the industry, along with developing a five-year strategic growth action plan.
