Legal Assistance Program
For Renters and Homeowners
The Legal Assistance Program (LAP) provides free housing legal services to eligible renters and homeowners who live in the City of Pittsburgh and meet the income limits.
Language translation is available free of charge. Please send an email to translation@ura.org.
Legal Services for Renters
Renters who earn less than 80% of the Area Median Income may qualify for free legal services. If you need legal representation in a dispute with your landlord, our partners provide the following services:
- Landlord-Tenant Mediation
- Limited Legal Consultation
- Full Legal Representation

Legal Services for Homeowners
Homeowners who earn less than 80% of the Area Median Income qualify for free legal services, up to $5,000. Our legal partners provide the following services:

- Foreclosure Prevention Services
- Estate Planning Services
