The Legal Assistance Program (LAP) provides a variety of free housing legal services to eligible renters and homeowners who live in the City of Pittsburgh. Income limits apply.

How to Apply

Please call: 412-534-6600 to receive a referral.

For Spanish, Portuguese, or other languages, call: 412-530-5244.

Language interpretation services are available for 40+ languages. No one will be denied services based on citizenship status.

The Housing Stabilization Center, located in Downtown Pittsburgh, is a great community resource for housing legal services. Visit the Housing Stabilization Center in-person only at 415 Seventh Avenue, Pittsburgh, PA 15219 between the hours of 9:30 AM - 4:30 PM, Monday – Thursday.
