The Minority & Women-Owned Business Enterprise (MWBE) Certification Process is the first step toward participation on URA contracts with MWBE goals.

Diversity certification is an important aspect of authenticating that your business is owned, managed and controlled by a qualifying diverse group. Certification can open the door for MWBEs to participate on URA contracts with MWBE participation goals. The URA can help connect diverse firms with certifying agencies to begin the process and get certified. The most commonly accepted certification type is the PA Pennsylvania Unified Certification Program (PA UCP).


About PAUCP Certification

The Pennsylvania Unified Certification Program (PA UCP) is designed as "one-stop shopping" for firms seeking certification as a Minority or Women-owned Business Enterprise and as an Airport Concession Disadvantaged Business Enterprise (ACDBE). The PA UCP is established in accordance with 49 CFR Part 26 and 49 CFR Part 23. The PA UCP makes all certification decisions on behalf of all agencies and organizations, such as the URA, in the Commonwealth of Pennsylvania with respect to participation in the DBE and ACDBE programs.

The URA also accepts the following Diversity Certification types:

Women’s Business Enterprise National Council (WBENC)*

The National Minority Supplier Diversity Council (NMSDC)*

Eastern Minority Supplier Diversity Council (EMSDC)*

Pennsylvania's Department of General Services (DGS)

*Indicates a fee may be charged for certification. PAUCP is a free certification program. Please visit the website for specific details about each certification.
