MWBE & MWI Compliance Process
The URA’s MWBE Planning process follows four phases.
- Completion of the MWBE Narrative/MWI Narrative
- Completion of the Total Project Cost Calculator
- Completion of the MWBE Plan using the MWBE Plan template
- Completion of on-going MWBE Compliance Reports

Phase 1: Submit MWBE/MWi NARRATIVE fOR APPROVAL
The MWBE Narrative is required at the beginning of the project to advance to the URA for any initiating approvals. Those completing the MWBE Narrative will be asked to provide:
All projects with a total project cost of $500,000 or greater will be required to submit a MWI Narrative.

Phase 2: Complete Total Projects Cost Calculator
The MWBE Total Project Cost calculator initiates phase 2 of the MWBE planning project by establishing a baseline calculation of MWBE spending targets for the project based on 18% MBE participation and 7% WBE participation. An updated narrative should be submitted with the calculator.
Phase 3: Complete URA MWBE Plan
The MWBE Plan provides a projection of MWBE participation on a project or contract. A final MWBE plan must be submitted and approved as a condition of URA land or financial closing. If a final plan cannot be produced, a draft plan can be accepted. Failure to comply with URA MWBE planning requirements can delay URA closing and/or board approval.
Phase 4: SUBMIT ON-GOING MWBE COMPLIANCE REPORTS
Submit compliance reports on an on-going basis as requested by your project contact.
