State and County Development Grants

Depending on the grant, URA staff can help advise or apply for a variety of federal, state or county grants. Our team of Project Managers coordinate various redevelopment activities with developers, community development corporations, community organizations and residents to benefit Pittsburgh neighborhoods.

URA Grants Administrative Fee Schedule


The URA frequently fundraises for and administrates State and County grant resources in support of URA projects. Potential funding resources include:

 

Redevelopment Assistance Capital Program

Pennsylvania Office of the Budget

This is a Commonwealth grant program for development projects with regional or multi-jurisdictional impact. The grant funds acquisition and construction activities for regional economic, cultural, civic, recreational, and historical improvement projects.

Pennsylvania Department of Community and Economic Development

Commonwealth Financing Authority

The Commonwealth Financing Authority (CFA) administers the Commonwealth’s economic stimulus package and manages several programs. Funding for grants is approved through the CFA Board.

Multimodal Transportation Fund

Pennsylvania Department of Community and Economic Development

The Multimodal Transportation Fund provides grants to support economic development and transportation projects. Grants can fund development, rehabilitation, and enhancement of multimodal transit assets and provide funds for streetscape, lighting, sidewalk enhancement, pedestrian safety, connectivity of transportation assets and transit-oriented development.

Keystone Communities Program

Pennsylvania Department of Community and Economic Development

Keystone Communities Program is a flexible Commonwealth grant tool for a variety of uses including planning activities, façade grant programs, accessible housing programs, and development grants.

Industrial Sites Reuse Program

Pennsylvania Department of Community and Economic Development

This program provides grants and loans for Phase I, II and III environmental assessments and remediation of hazardous substances on former industrial sites.

Multimodal Transportation Fund

Pennsylvania Department of Transportation

Established by Act 89, the Multimodal Transportation Fund provides funding for bicycle and pedestrian improvements and target funding for priority transportation projects in any mode.

Transportation Alternative Set-Aside

Pennsylvania Department of Transportation (PennDOT)

PennDOT provides construction funding for transportation alternatives such as on- and off-road pedestrian and bicycle facilities; infrastructure projects for improving non-driver access to public transportation and enhanced mobility; community improvement activities; environmental mitigation; trails that serve a transportation purpose; and safe routes to school projects.

Gaming Economic Development Tourism Fund (GEDTF)

Redevelopment Authority of Allegheny County

This program provides grant and loan funding to facilitate economic development projects in Allegheny County. Grant resources are funded through the Pennsylvania Gaming Economic Development Tourism Fund.
